As the Trump Administration begins implementing its agenda, which involves significantly reducing government spending, the President must consider what his broad policy agenda may mean for VA disability benefits. Will disability benefits also face cuts or reduced access?

Understanding the Trump Administration’s Agenda

One of the primary objectives of the Trump Administration involves significantly reducing government spending, including eliminating spending that the administration views as wasteful. The Trump Administration also seeks to reduce government spending by reducing the number of federal workers, requiring employees to return to in-person work, and placing hiring freezes on various departments. At his confirmation hearing, VA Secretary Doug Collins pledged to protect veterans from potential funding cuts, stating, “We’re not going to sacrifice the veterans benefits to do a budget…I wouldn’t go to a place in which we’re not doing the mission. The mission is veterans.” 

Proposed Changes to VA Disability Benefits

However, some veterans and veterans’ advocacy groups have expressed concern about potential changes to VA disability benefits outlined in the Project 2025 document, a massive conservative agenda authored during the 2024 election by various individuals, including members of the previous Trump Administration and the current administration. Project 2025 proposes reducing VA disability benefits by undertaking a review of disability rating criteria, which could potentially significantly restrict the scope of health conditions that qualify veterans for disability benefits. Some worry that this review of disability rating criteria could even lead to the reduction or cancellation of disability benefits for veterans who currently receive benefits. 

Project 2025 also proposes to automate the review of disability benefits applications, which might potentially lead to higher rates of initial denials. Critics have likened this proposal to the automated review processes used by some health insurance companies that have led to denials of seemingly necessary medical care. Increased denials from automated review would lead to a heavier burden on veterans, who would have to pursue administrative appeals to prove their entitlement to benefits. 

Finally, Project 2025 also proposes eliminating VA hospitals and health clinics, replacing them with privatized outpatient clinics. The elimination of the VA healthcare system could have adverse consequences for disabled veterans who rely on the VA for ongoing care for their disabilities. 

Implications for Veterans

Should the Trump Administration pursue the proposals outlined by Project 2025, disabled veterans may face significant consequences. Veterans planning to apply for benefits may face a more challenging path to securing benefits, and some veterans may find themselves shut out of benefits entirely due to revised eligibility criteria. Revised criteria may also result in current benefit recipients seeing a reduction or cancellation of their benefits. Finally, changes to the VA healthcare system may result in more limited access to care for disabled veterans. 

Differing Perspectives on Proposed Changes

The authors of Project 2025, some of whom have obtained positions in the current Trump Administration, argued that the document’s proposals will help increase the federal government’s efficiency and significantly reduce spending, which could help facilitate balancing the federal budget or facilitating tax cuts. The Trump Administration’s creation of the Department of Government Efficiency indicates the President’s focus on drastically cutting government spending. 

Veterans’ advocacy groups and progressive lawmakers have expressed concerns that the Trump Administration’s focus on reducing government spending and workforces may adversely affect VA disability benefits, including reducing benefits or eliminating them for some veterans who might currently qualify.
